With these desiderata closely in mind, we have derived a time scale salary shown at (x) on our Table B for the recruitment grade of surveyors of this sub-department.
The initial salary does not satisfy the average initial C.R.I.F. 1.96 in that its value is only 1.76 at recruitment, but slightly exceeds the average C.R.I.F. 1.84 at the maximum
of the time scale, in order to place these officers within
the grade of Executive Engineers, P.W.D. in accordance with the rank held in Malaya.
The proposal submitted is a scheme to recover
our lost status of over eight years standing, to provide for the present staff and new recruits the prospects of a reasonable career in view of the limited opportunities for
promotion in this specialist service, and to rank the
officers of this department in a position approaching that enjoyed in Malaya. It offers a much lower pensionable maximum salary than that of present Engineers P.W.D. viz., £1,150 against £1,341.
The institution of three senior appointments is proposed carrying the full maximum salary of Executive Engineers P.W.D. (new entrants) with a pensionable maximum
of £1,200. Two of these offices already exist in this sub-
department being held by the most senior officers who at
present receive no financial recognition, although they have in the past.
For the head of this sub-department it is submitted that the responsibilities of the Government Marine
Surveyor are now such as to merit the elevation of the post to a status at least equivalent to that of the Surveyor General of Ships, Singapore, and we therefore suggest as an essential minimum a fixed salary of £1,330 per annum plus free quarters valued at £150 which would provide a pension- able salary better related to the respective responsibilities
